Rooftop Solar Power system solar policies in India

Haryana Solar Policy has been in action for more than a year now. Government of Haryana came out with the policy on March 3rd, 2016. Government has made a lot many efforts to encourage people to install rooftop systems wherever possible. It also promises some subsidy benefits to certain categories of buildings. Let’s brief you with the details of Haryana Solar Policy 2016.

Haryana Solar Policy highlights:

  • Individuals can now install grid connected rooftop solar power plants. And, they can sell the power generated from these to either government or third party.
  • People can install a grid-connected solar rooftop system with a capacity from 1 kWp to 1 MWp under net-metering regulations in the State.
  • Government has also made it mandatory for some buildings to install 3-5% of their present connected load on solar.
  • Firstly, new residential buildings of plot size exceeding 500 sq. yards and housing complexes of plot size exceeding 0.5 acre will have to install 3-5% of their connected load on Solar rooftop systems.
  • Secondly, Commercial establishments and Hospitals which have a connected load greater than 50 kW.
  • Lastly, Government and private institutions with connected load exceeding 30 kW will have to install at least 5% of their connected load on Solar rooftop systems.

Highlights on new PPA (Power Purchase Agreement) procedures:

  • One less paperwork now! No permissions are needed from building plan sanctioning authority for setting up of Rooftop Solar Power plant.
  • Now the developer and HPPC (Haryana Power Purchase Centre) will sign the PPA (Power Purchase Agreement).
  • Clearances and approvals would be provided through single window clearance (HAREDA) to the developer. Procedure will finish within 60 days after submission of complete application, enclosures, fees (including LOI).
  • Procedure will not have any processing fee, however an earnest money deposit of INR 2.00 lacs/MW (INR 200/ KW) will be there, which is refundable after singing of the PPA.
  • No more electricity taxes, electricity duty, wheeling charges, cross subsidy charges, transmission and distribution charges for both Ground Mounted and Rooftop Solar Projects.
  • Consumers won’t need any clearance from Haryana Pollution Control Board to setup Rooftop Solar Projects.
  • Policy also mentioned an incentive for Financial Year 15-16. This is INR 0.25 per unit in the bills of consumers, which will be revised every year.

This was Haryana’s solar policy in brief. Government of Haryana’s goal is to reach a total capacity of 1,600 MW from rooftop solar power plants by the year 2021-22. These exemptions and lucrative policy steps are meant to help consumers realize the benefits of renewable energy.
